You are hereby summoned to attend the Planning & Licensing Committee meeting, which will be held on Tuesday, 16 December 2025, at 6 p.m. in the Council Chambers, Municipal Offices, Marcus Hill, Newquay, to transact the business on the agenda below.

  1. The Planning Applications listed below will be included on the agenda for the Town Council’s Planning & Licensing meeting, scheduled for 16 December 2025
    But not all Planning Applications are discussed at the meeting:
    If a minor application is considered relatively uncomplicated and unlikely to result in harm, the Committee will be presented with a pre-prepared, recommended response. This allows our Councillors more time during meetings to focus their discussions on applications that are potentially more complex.
    However, if you have concerns about an application listed below and would like the Committee to discuss it in full, please get in touch with us by email: committee@newquay.gov.uk or by calling 01637 878388
    Attending the Meeting: Members of the public are welcome to attend and speak at our meetings, and there is no need to register in advance. However, we would appreciate it if you could let us know you are coming; please use the contact details provided above.

    To take as read and confirm as accurate the minutes of the meetings held on:

    • 10 December 2025 (draft copy to be added in due course)

    To discuss or note any matters arising from the minutes under item 4.
    This is for information only unless specific matters/items are on the agenda for decision.

    To receive previously notified public questions, followed by verbal questions (if technologically possible) from attending electors of Newquay.
    Written Questions for the Committee should be submitted no later than two working days prior to the meeting in order that they can be included on the agenda.

    In line with Standing Order 3(e), members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda of the meeting.


    In line with Standing Order 3(f), the time allowed under this item is 15 minutes unless directed by the Chair.


    In line with Standing Order 3(g), members of the public shall not speak for more than 3 minutes.

    To discuss and make comment on any active consultations in relation to Planning & Licensing matters and to receive feedback/updates.

    UPDATE:
    Cormac, on behalf of Cornwall Council, is inviting comments on proposals to introduce bus stop clearway markings and/or waiting restrictions to improve bus movement and accessibility which is often obstructed by other vehicles stopping or waiting.

    To discuss and make comments on Licensing applications

    To discuss and ratify decisions made under the 5-Day Planning Protocol and/or to discuss matters on previous Planning decisions.

    To receive Planning Applications to discuss and make comments as a consulted body.

    Please see the attached document, List 1 Recommended Responses 16Dec2025 for the list of planning applications accompanied by recommended responses.
    These recommended responses are to be voted for ‘en bloc’.
    However, Councillors and Members of the Public may request that a full discussion of any individual application takes place at this meeting.

    To receive updates on Risk Assessments and make any changes to Terms of Ref. (if required)
